If you'd like to track your adoptions by adoption counselor, you create your list of Adoption Counselors in Configuration > Staffing.

You'll also want to make sure you have the field enabled on your adoption outcome form as well in Configuration > Intake and Outcome > Outcome Forms > Adoption.

To report on this information, you'll want to create a Custom Events Outcome Report, customizing the reporting results to include the Adoption Counselor column.
