Yes, it is possible to create canned email responses to all application types.

You can do this by going to Configuration > Email Templates and then choose from the adoption, foster, owner surrender or custom application types:

Here is where you can create a customized email template response to multiple application types. 

When you are accepting or rejecting an application in the Application Manager, you will have the option to customize the email response before sending it off.
